Generally, agent exports cannot handle tax refunds themselves. In agency export business, the refund entity is usually the agent, who handles the tax refund matters. This is because tax refunds require a series of documents such as export customs declarations and VAT special invoices, and the certificate for goods exported by agency is also applied for and issued by the agent to the competent tax authority.

If the principal wants to handle tax refunds themselves, certain conditions must be met. Firstly, the principal must be a manufacturing enterprise with import and export rights. Secondly, the goods entrusted for agency export must be self-produced goods or deemed self-produced goods.

The process of self-refund is relatively complex. It requires the enterprise to collect and organize tax refund documents themselves and declare tax refunds to the tax authority according to regulations, including data entry and submission operations on the electronic tax bureau. Compared to agent refunds, self-refunds require the enterprise to have professional personnel familiar with tax refund policies and processes, and demand higher tax management capabilities from the enterprise.

If you want to get a refund yourself, first look at the nature of the enterprise. Manufacturing enterprises are relatively more likely to get a refund themselves, but they must also meet the conditions. Foreign trade enterprises exporting through agents generally cannot get a refund themselves.
