"Exemption" refers to the exemption of value-added tax at the export stage; "offset" refers to using the input tax amount that should be refunded, contained in raw materials, parts, fuel, power, etc., consumed by manufacturing enterprises for exporting self-produced goods, to offset the payable tax amount for domestic sales; "refund" refers to the refund of the un-offset portion when the input tax amount that should be offset for self-produced goods exported by manufacturing enterprises in the current month is greater than the payable tax amount.
Foreign trade enterprises primarily adopt the "collect first, refund later" method. That is, when foreign trade enterprises purchase export goods domestically, they first pay value-added tax as required. After the goods are exported, they apply to the tax authority for a refund with relevant documents, and the tax authority refunds the collected tax amount according to the tax rebate rate.
