If the business license does not include terms related to "import and export of goods and technology," a change must be made at the local Administration for Industry and Commerce. This step requires submitting documents such as an application for company registration (filing), a resolution of the shareholders' meeting, and an amendment to the company's articles of association, ensuring that the business scope complies with import and export business requirements.
Secondly, registration with the commerce department for foreign trade operators is required. Enterprises must log in to the unified business system platform of the Ministry of Commerce, fill out the Foreign Trade Operator Registration Form online, print it after completion and confirmation, affix the company's official seal, and submit it along with other required materials (such as a copy of the business license, a copy of the legal representative's ID card, etc.) to the local commerce authority for review. Upon successful review, the Foreign Trade Operator Registration Form will be issued.

Enterprises should log in to the China International Trade Single Window, navigate to the "Enterprise Qualifications" section, and select "Customs Enterprise Registration and Filing" to apply. Relevant documents, such as a copy of the Foreign Trade Operator Registration Form, a copy of the business license, and a copy of the company's articles of association, need to be uploaded. After customs approval, the enterprise will be qualified for customs declaration.

This involves submitting documents such as the China Electronic Port Enterprise Registration Application Form and purchasing equipment like the Electronic Port IC card, enabling functions such as online customs declaration, inspection declaration, and cancellation of single documents.
Points to Note During the Application Process
During the process of obtaining import and export trade rights, it is crucial that all supporting documents are complete and authentic. For instance, when filling out various application forms, information must be accurate and error-free; otherwise, it may lead to rejection and delay the application progress. Simultaneously, pay attention to the processing timeframes and evolving requirements of each department. Policies and regulations may be adjusted periodically. For example, requirements for registration materials from the commerce department and conditions for enterprise registration by customs should be promptly understood by enterprises to ensure a smooth application process.
Although the process of obtaining import and export trade rights is relatively complex, it is an indispensable step for enterprises aspiring to expand into international markets. Once successfully obtained, enterprises will possess a broader development space on the global economic stage. It is hoped that all enterprise operators will take proactive steps, prepare meticulously, follow the procedures, and lay a solid foundation for their international development.
