In today's era of global economic integration, more and more companies are hoping to expand into overseas markets and engage in import and export businesses. And possessing import and export rights is the key to opening the door to the international market. So, how exactly should companies apply for import and export rights? Next, let's delve into this important process together.

Preparations Before Applying for Import and Export Rights

A Company Applying for Import and Export Rights: So Many Ins and Outs?

Firstly, the company needs to be an enterprise legally established and possessing independent legal person status. Both domestic and foreign-funded enterprises can apply for import and export rights, but must ensure that their business scope on the business license includes expressions related to "goods import and export" or "technology import and export." If not, a change in business scope must first be processed at the Administration for Industry and Commerce. For example, Mr. Mei company, which originally focused on domestic business, first added to its business scope on the business license after deciding to expand into overseas markets.

Application Process: Filing with the Commerce Department

The first step is to register with the commerce department. Companies need to log in to the official website of the local competent commerce authority, fill out the Online Registration Form for Foreign Trade Operators, covering basic enterprise information, contact details, business scope, etc. After completing the form and confirming its accuracy, submit the application and send the hardcopy materials to the designated location of the commerce department. Upon receiving the application, the commerce department generally completes the review within 5 working days, and if approved, the enterprise can collect the Registration Form for Foreign Trade Operators.

Customs Filing and Electronic Port Network Access

After obtaining registration from the commerce department, the next step is to complete filing procedures with Customs. Enterprises need to log in to the China International Trade Single Window, register an enterprise account, fill out the Customs Declaration Unit Filing Information Form, and submit relevant materials such as the enterprise's business license and the Registration Form for Foreign Trade Operators. Once Customs approves the review, the enterprise will possess qualification for customs declaration.

Concurrently, enterprises also need to complete the procedures for electronic port network access. This step allows enterprises to perform operations such as declaration and inspection of import and export businesses through the electronic port platform. Enterprises need to go to the local Electronic Port Data Sub-center to submit relevant application materials, including the enterprise legal person card, operator card, and other necessary documents. Upon completion of the process, enterprises will obtain an Electronic Port IC card, facilitating subsequent business operations.

Inspection and Quarantine Filing and Foreign Exchange Administration Filing

If the products imported or exported by the company involve the statutory inspection and quarantine catalog, then it is also necessary to register for filing with the local inspection and quarantine department. Enterprises need to submit the Entry-Exit Inspection and Quarantine Declaration Enterprise Registration Form and related materials. After the inspection and quarantine department approves the review, the enterprise will obtain the qualification for inspection declaration.

In addition, enterprises also need to file with the State Administration of Foreign Exchange in order to smoothly conduct foreign exchange receipt and payment operations in the future. Enterprises need to log in to the application service platform of the State Administration of Foreign Exchange, fill in relevant information, and submit the filing application. After the State Administration of Foreign Exchange approves the review, the enterprise can proceed with foreign exchange income and expenditure operations.

Although the process for applying for import and export rights is relatively cumbersome, as long as you prepare and operate step by step, we believe your company will successfully obtain import and export rights, make a significant impact on the international market stage, and embark on a new chapter of development.
