On the grand stage of global trade, export tax rebates act as a crucial policy "sharp tool," profoundly impacting enterprises' export competitiveness. Simply put, export tax rebates refer to the state's refund of value-added tax and consumption tax levied in domestic production and circulation links, as stipulated by tax laws, for goods declared for export, in order to enhance the competitiveness of domestic goods in the international market. This means that after enterprises export goods, a portion of the taxes already paid can be "repatriated," greatly alleviating the enterprise's financial pressure.
For example, a garment manufacturing enterprise pays corresponding taxes during the procurement of raw materials and processing stages. When these garments are exported, under eligible circumstances, the enterprise can apply for export tax rebates, allowing funds to be recovered and used for the enterprise's further development.

Which Enterprises Can Apply for Export Tax Rebates
Firstly, enterprises with foreign trade export operating rights and responsible for the state's export foreign exchange earnings targets. This includes central and local foreign trade enterprises, industry-trade companies, and some industrial manufacturing enterprises that have been approved by economic and trade authorities and enjoy independent export operating rights. Secondly, entrusted export enterprises, even if they themselves do not have export operating rights, may also meet the conditions for tax rebates by exporting goods through enterprises that do have operating rights. Furthermore, specific enterprises, such as foreign ship supply companies and ocean shipping supply companies, can also apply for export tax rebates in specific business scenarios.
What Conditions Must Be Met to Apply for Export Tax Rebates
- The goods must be within the scope of value-added tax and consumption tax collection. The scope of collection for these two types of taxes includes all value-added tax taxable goods, except for tax-exempt agricultural products directly purchased from agricultural producers, as well as 11 categories of consumer goods subject to consumption tax, such as tobacco, alcohol, and cosmetics.
- The goods must be declared for customs clearance and exported. Export refers to exiting the customs territory, which includes both self-operated export and entrusted agency export. Distinguishing whether goods have been declared for customs clearance and exported is one of the main criteria for determining whether goods fall within the scope of tax rebates.
- The goods must be treated as export sales in financial accounting. Export goods can only be processed for tax rebates after being treated as export sales in financial accounting.
- The goods must have been received in foreign exchange and verified. According to current regulations, export goods for which export enterprises apply for tax rebates must have received foreign exchange and been verified by the foreign exchange administration authorities.
Export Tax Rebate Processing Flow
Step 1: Enterprises need to complete qualification filing. Log in to the electronic tax bureau, fill in relevant information in the "Export Tax Rebate Management" module, upload documents such as business licenses and foreign trade operator filing registration forms, and complete the export tax rebate filing.
Step 2: After the goods are exported, enterprises must promptly obtain the electronic information of the export goods declaration form and perform operations such as VAT special invoice authentication. Subsequently, input the export tax rebate declaration data through the export tax rebate declaration system to generate electronic declaration data.
Step 3: Submit the generated declaration data formally through the electronic tax bureau or other designated channels. The tax authorities will review the declarations upon receipt. If any issues are found during the review, enterprises need to supplement or correct the documents as required in a timely manner.
Step 4: After the tax authorities approve the review, enterprises can wait for the tax rebate to arrive. The tax rebate will be directly deposited into the bank account provided by the enterprise during the filing.
Notes on Handling Export Tax Rebates
Punctuality is crucial. Enterprises must declare for tax rebates within the prescribed time limits, for example, within each VAT tax declaration period from the month following the date of customs declaration for export of goods to April 30 of the following year, to collect all supporting documents and declare for export tax rebate (exemption). In addition, the authenticity and completeness of documents should not be underestimated. The declaration forms, invoices, and other documents provided by the enterprise must be true and valid, otherwise, not only will the tax rebate application be rejected, but the enterprise may also face tax penalties.
Export tax rebate policies are not static. Enterprises must keep abreast of policy developments and adjust their tax rebate declaration strategies in a timely manner.
Although the process of handling export tax rebates is relatively complex, as long as enterprises fully understand the policies and operate strictly in accordance with the procedures, they can successfully enjoy the policy dividends and take more stable steps in the international market.
