Does an Import and Export Agent Need to Issue a Telex Release Letter of Guarantee?
Resolved
I have engaged an import and export agent to help me handle matters related to cargo import and export. Now involving telex release operations, I am not very clear about the process. I would like to ask if the import and export agent will issue a telex release letter of guarantee? What role does a telex release letter of guarantee play in import and export operations? If the agent does not issue it, what should I do to successfully obtain the telex release letter of guarantee myself?

In import and export business, import and export agents can usually issue telex release letters of guarantee. A telex release letter of guarantee is a written guarantee issued by the shipper to the freight forwarder or shipping company, requesting them to release the goods to the consignee at the destination port upon presentation of a copy of the bill of lading or a telex release notice. Its purpose is to accelerate cargo delivery, reduce the bill of lading circulation time, and improve trade efficiency.
Generally, when you entrust an import and export agent like Zhongmaoda with business, if there is a telex release requirement, you can request it from the agent. The agent will prepare the telex release letter of guarantee for you based on the specific business situation and your authorization. They will verify relevant information, such as cargo details, shipper and consignee information, etc., and issue the letter of guarantee after ensuring accuracy. However, you need to provide the agent with complete and accurate information so that they can successfully complete the issuance of the letter of guarantee.
If the agent does not issue it, you can also apply directly to the freight forwarder or shipping company. However, this requires you to be very familiar with the telex release process and the content of the letter of guarantee; otherwise, problems with cargo delivery may arise due to improper completion or other issues.

Whether an import and export agent issues a telex release letter of guarantee depends on whether there are relevant stipulations in the agency agreement you signed. If the agreement does not mention it, you need to communicate and negotiate this matter with the agent.

A telex release letter of guarantee is primarily to ensure that the consignee can safely pick up the goods and reduce risks. If the import and export agent does not issue it, you will need to handle it yourself, which requires understanding the format of the letter of guarantee requested by the freight forwarder or shipping company and completing it as required.

Communicate with the agent to see if providing a security deposit or other means can prompt the agent to issue the telex release letter of guarantee, as they are more familiar with the process and it would be more convenient to handle.
